High-rollers are defined as customers who open a minimum deposit account (S$100,000) at a casino.

The tax rates are tiered based on gaming revenue for a calendar year: in Tier 1, high-net-worth players with gaming revenue below S$2.4 billion are taxed at 81 TP3T, while regular players are taxed at 181 TP3T; in Tier 2, the tax rate rises to 121 TP3T for high-net-worth players with revenue exceeding this amount, while regular players are taxed at 221 TP3T.

IRAS states that if casino operators fail to meet the development goals of integrated resorts, the higher 12% and 22% tax rates will apply directly during the period of non-compliance with relevant obligations.
